I may be biased as the lead editor, but I think issues #1 through #3 of Speculative North have some beautiful artwork! Covers 1 and 3 are by British Columbia artist Eran Fowler. Cover 2 is by South African born and now Canadian artist Rob Powell. The covers can be seen on tdotspec.com, where all of our back issues are available for free download.

The covers are gorgeous and tell a story in their own right.
Speculative North Issue 3 specifically.
Quietly odd. Style carries over between volumes without seeming repetitive. The images have this distinctive feel which echoes the magazine's focus.
Visually arresting and gorgeous cover art.
The artwork is of a consistently high quality and not over cluttered with text for maximum impact. A lot of more established publications could learn from this.
Issue #3 specifically has the best cover art.
